it. Usually, you will get the money in 1 month after the status changes
to recommended.

Proposal Status
Status As of Today Dated: 08/16/09
A program recommendation for award was concurred with by the cognizant
Division/Directorate on 08/07/09. However, no award is ensured and the
recommended duration is 12 months with an effective date of 09/01/09 are
subject to change. The grantee institution assumes any pre-award costs at
its own risk. NSF may request additional information.

after 3 weeks, I found it was "Recommended"

recommended", and 4 weeks from "recommended" to "awarded".

getting funding is slim. However, it is also possible that the program
managers are waiting to see if more funds are available to fund more
proposals.

to be declined" are informed in the first round. Then consider the rest. Is
this true? Also, is there any impact due to Obama's stimulus money? It
seems I should contact the program manager.

I called a PO more than 10 times and she never picked up the phone. The
acceptance rate does not seem to increase much even with the stimulus
money - in the programs where I submitted proposals, there is only around
5% increase in acceptance rate. It is also hard to tell if the funding
situation is much better for new investigators, at least. not in the
programs where I submitted proposals. Probably it really depends on the

department saw a flood of NSF awards since June. When funding rate is below 15%, I personally believe more politics
will play since POs of NSF have absolute power.
Some career awards were originally declined but rescued by

question is that talking to him/her over the phone does not change the fate
of one's proposal. Is that right? Is there any example that one is awarded
because the PI talked to the PO?

know whether your proposal is rejected or not. If it is rejected, you
can submit the proposal to other places. However, it seems that many POs
neither reply emails nor pick up the phone these days.
