long time ago, when I was a graduate student in China,
I submitted one paper to a top journal in my field.
First it was rejected via email but a few days later I received "major
revision" decision from the editor via mail.
When I read the comments from the second reviewer, I realized that the
reviewer was a big cow and he liked my paper.

很多，rejection recommended by this junior reviewer。
编辑给我们机会revise and resubmit。

since you are in the field, to be more strict,
that manuscript was submitted when I was in the US although the work was
done for my MS thesis.
