人家没钱给，也是没办法。
outstanding 是 2nd tier
excellent是3rd tier
very good 算是4th tier的。
有very good的就说明还是有可以improve的空间的。 |

i do not know what kind of thing the NSF PO can help with, but hopefully at
least he/she have some sympathy on my case.
For my proposal, this is the second try. For the first try, we got the "
competitive" rating and declined; now for the second try, we got "highly
competitive" now and declined again... third try???...hmm, I just hope the
NSF panels in different years can be at least "consistent".

nsf非常不consistent的，我见过某年very competitive没拿到钱，被pm安慰一番，转年
再战，就被批成垃圾了.....有大牛说过，其实大家的水平都差不多，第一看关系，第二
看panel的taste....
