We operate a company building phone applications
http://www.a0softus.com, and familiar with the phone apps and cellular
infrastructure, but we have no idea what kind of medical research can
use the function on a cell phone.

have no background in medical research, so won't have any idea how to
test, collect data, or analyze data.
We would merely take the requirements from you, and answer the question as
to whether it is doable with a cell phone, whether it provides any benefit
doing it on a cell phone , and how to implement the requirement on a cell
phone.
Just as you can't do it by yourself without somebody with cell phone app
