发帖数: 225 | 8 天下的乌鸦一般黑. 美国是没有什么863, 973. 可是那些大的CENTER
(often 4-5MM/year, 5 years, 甚至100 MM), 一样是给老大们拿去了.
当然你可以说大佬们水平高, 有能力做CENTER.
大家在美国觉得比较公平, 是因为这里的钱比较多, NSF/NIH都和NSFC差不多,
只是钱多的多(20-30 Billion). DOE/DOD, 水深的很.
套句俗话, 有人的地方就有江湖, 只是程度的不同. 50步笑100步.

发帖数: 925 | 11 世界那么多国家，干吗美国要挑这个担子，干吗中国要接上。近代历史上从来是英国、
德国、法国领导科学发展。美国不过最近几十年(不到百年)才加入这个CLUB而已，现在
勉强算带头大哥吧。LOL

发帖数: 925 | 12 美国也有WIRED PROGRAM，但是那个程度跟中国不能比。美国大老多，他们之间的竞争
也算公平。
而且这样的CTR确实非大老顶头不可，不是说他们点子多正，而是他们有组织能力。再
聪明的新人，组织不了一个很强的队伍，综合能力还是不行。很多时候PROPOSALS比的
是MGT SECTION。最好的队伍是一个精力充沛的宿老领若干很强的家老、部将、次大将
。呵呵。
