is also why you get decline so late. You probably have another try, right?
Otherwise they would have funded you I think. You will get it next time.

I resubmitted as a CAREER, got E, E, E, E/VG, VG, highly competitive,
funded. I think you are very, very close, and will get it next time.

while some give low scores to everyone. Absolute scores don't mean much.
It is the relative ranking in the panel that decides whether you can get
funded or not.

而且panel评分是相对的，最后的排名是给intellectual merit 和broader impact打分
5,4的可能排在4.5, 4.5后面，最后推荐谁都难说的很
