retrogression for EB-3 China sometime in the future. According to Mr.
Oppenheim, the timing of a priority date hold or correction in EB-3 China is
uncertain, but it could happen within the next couple of months if EB-3
downgrades continue or increase. Mr. Oppenheim expects that a combination of
corrective action in the China EB-3 cut-off, and forward movement for EB-2
would end the downgrade trend, which could increase EB-2 demand and impact
that cut-off.”
有另一种情形：如果EB2前进，EB3被HOLD住或前进的速度减缓，那么不仅仅是止住EB2
降级潮，还会有部分EB3重新link回EB2，除非大部分降级的EB3在近几个月都已经递交
