长期：共和党出个STEM Green Card加上点non-legal捆绑，希望两党有共识，很难。 (

或者说就是需要走个public notice的过场？其实actions 包括"preferred" actions已

好的。

想必dhs和dos在报请obama之前内部研究过
但问题是，这个过场也要走很久。。。

1. Tomorrow comment period open (30 days)
2. Review all comments and produce bunch or rules (60 days review)
3. Propose Rules via regulatory process ( In April)
4. Will go through OMB Review process (90 Days standard time, it took 2 year
for H4 EAD rules)
5. After OMB approval USCIS will open for comments period ( 60 Days standard
)
6. USCIS will review all comments and produce final rule ( No time limit, H4
EAD took 6 month and still in review)
7. OMB will review final rule ( 90 Days standard time )
8. After OMB approval USCIS will publish Final rule on FR with effective
date ( 30 Days standard time for effective date after publish on FR)
This is what we learnt from existing painful regulatory process... no rush

If the POTUS wants it, the Timeline could also be like:
1. Tomorrow comment period open (30 days)
2. OMB Review all comments and produce bunch or rules (30 days review)
3. Publish Propose Rules in Federal Register via regulatory process (In
March)
4. After OMB approval USCIS will open for comments period (30 Days)
5. USCIS will review all comments and produce final rule (30 Days)
6. OMB will review final rule ( 30 Days )
7. After OMB approval USCIS will publish Final rule on FR with effective
date ( 30 Days standard time for effective date after publish on FR)
Bingo - We have a July 2015 visa Bulletin where everyone is Current in EB

用情况，增加透明度，减少黑箱操作。
这个数据必须是按国别和按照category的，不一定要具体到蒙古、冰岛等小国，至少是
按照中印菲墨ROW五大国别EB12345等类别来统计数字的。 |
