指出的问题就是“漫长的排期”
所以出台的措施就是解决这个漫长排期，recap，不算家属都是擦边球，而不是明显违
法。 所以在现有形式下不会有人去较真这个问题（较真一个擦边球问题要消耗很多资
源，要漫长的时间），想掐架的都盯着非法移民那块儿。所以这个EO只要生效，也就生
效了

让政府再次关门，对共和党伤害更大（除非这次EO引起美国人民公愤，比如成了彻底的
大赦），而且移民局不靠政府拨款，就是别处关门移民局也照开不误
