I don't think CIR has ever had a chance. However not sure how recapture
bill will pass when anything related to immigration is quite controversial
nowadays.
to make recapture bill appeal to more lawmakers, they need to understand
recapture is really to a humanitarian bill rather than a job-outsource bill
since anyone going to be benefited already has a job. |

发帖数: 4531 | 6 就算每年有一万多的剩余名额，也要四到五年年才能把eb2变成C，之后才能轮到eb3，
如果经济又好转了，希望就彻底破灭了。

当然CIR没戏的话,任何其他移民法通过也没戏,包括RCAP. |

对于老中来说，解决困局最大的两个比较现实的希望：
1.STEM
2.VISA RECAPTURE
那天和一个知名移民律师谈，谈及EB2C的排期遥遥无期，对方确实颇为乐观。他说从05
的PERM实行，07年的大水，都算的上解决老中绿卡的实质性法规突破--05年开始申请绿
卡的同学，一般都是两年之内搞定绿卡了。如今离07大水已经3年了，该是时候再来一
次实质性突破了。 |
