Bottom line is that a follower's height gives the lower bound of the leader's
height.
so in this case, 173 cm (+ minimum difference needed) is the lower bound for the leader, not the upper bound
of the follower.

wearing 3 inch heels.
But Leg/Torso ratio, dance technique, or other factors can
certainly make a difference too....
