But now even you have Ph.D. degree but without any practice experience, I do
not think you can be allowed to take P.E. exam. But you may search and try
to contact the Board of any state to verify that.

exam.
In some state, master degree can be count as 1yr experience, phd degree
maybe 2, or 1 yr experience. If you have 4 yr experience back in china, and
you can verify that, and board accept that (chance will be small), maybe you
can try.
