Hinsdale Central parents want merger of District 86 schools off the table
The resounding message from about 400 people who filled the Hinsdale Central
High School cafeteria Wednesday was to drop any talk of combining Hinsdale
Central and South into one school with two campuses.

number of students they accept from any one high school. Instead of colleges
choosing the top students from both Hinsdale Central and Hinsdale South, if
the two were combined the universities would select candidates from one
high school graduating class of 1,000 or more. ***

How is the ideal enrollment for each school determined?
District officials use its architect's, Arcon Associates, numbers for ideal
enrollment at each school. Arcon typically starts with an assumption of an
average of 25 students per classroom or other instructional space, said
Jeffrey Huck, architect and director of design at Arcon.
That number is multiplied by the number of available spaces for instruction,
on average, at any given period of the day, Huck said. That result is then
multiplied by an 80 percent scheduling efficiency factor.
Historically, 80 percent has been the rule of thumb used because it is the
level that most high schools average out to if they are offering an
appropriately wide range of choices and do not overly limit the availability
of those choices to a large number of students, Huck said.
Arcon worked with District 86 officials to fine tune its assumptions by
exploring the schools' specific use of each available space, their course
offerings, and what spaces would be needed.
With an 80 percent utilization rate, Arcon determined Central's ideal
enrollment would be 2,490, and South's ideal enrollment would be 1,930
students.
"That's the ideal. It does not mean that is what we are going for," said
board member Jennifer Planson.
What are the next steps?
District 86 will prepare an informational flier with school attendance
boundaries, enrollment numbers and forecasts, and possible options to
address the enrollment imbalance.
The school board is expected to review the content of the flier at its Oct.
2 meeting, which means the flier would not be mailed before that date.
The board plans to conduct an online survey and have Public Opinion
Strategies conduct a phone poll after the flier is sent. | g******4

Her father, Jim Veno, noted that many of those who support the project have
children who attend the district, while many of those against it no longer
have school-age children. He currently has six children from second to 12th
grade attending school in Hinsdale.
“Our kids will go to other schools of similar size and some of their
facilities are almost like college campuses,” he said. “I don’t think it
’s fair for our kids not to have what other kids have.”

The buffer zone is an area where residents have the choice to send their
children to either Central or South. Currently the buffer zone lies east of
Cass Avenue and between 63rd Street and Plainfield Road.
An idea presented of combining the two schools to have an upperclass campus
at one school and a underclass campus at another, caused much controversy
among parents, and was eventually shut down.
Another argument is to get rid of the buffer zone entirely to solve the
problems of overcrowding at Central and to have more students attend South.
For many homeowners, it depends on their property value. The value of a
house in Central’s attendance area has traditionally had a higher home
value than houses in South’s territory due to property taxes.
“There’s a reason why the majority of buffer zone students go to Central
and that is because of the great high school we have.”
Some residents have also voiced concern about the diversity that Central
would lose if their children, many of whom are racially and economically
diverse, were forced to attend South.
“I do believe we are on the verge of a civil rights violation,” said Ms.
Robin Gonzales, Chicago Public Schools teacher who lives in the buffer zone,
after claiming that more than half of Central’s diversity comes from the
buffer zone.

only 33 percent of the freshman class at Hinsdale Central and 51 percent at
Hinsdale South took the Algebra 1 test last year. The majority of the
remaining students enrolled in courses with more advanced math content, such
as Geometry or Algebra 2 Trigonometry Honors. Those students were not give
PARCC tests. The results, therefore, represent a specific subgroup of math
students.
