when you apply a new one, make sure you have proof of address in that city
you are applying.

approved. so, i plan to land at toronado but my permanent address is gonna
be in ottawa. so, can i exchange my driver license at toronado?

okay, no matter what, you need to provide a proof of residency when you
apply/exchange your DL in any city. (a typical proof will be a utility bill
that shows your name and your address. if you failed to provide that, you
will fail. good luck.
