met all the requirement for a Ph.D degree, and show this letter to the
secretary of your potential boss. This is what I did when I first started my
postdoc, before obtaining the formal diploma.
However, I had already defended my thesis then. I don't know if your
institute would be willing to write such a letter before your thesis defense
