he/she lives in the same address.
In general, 国内人的国际驾照 is not legitimate since PR China is not a
member of 国际驾照 treaty(1968 convention). Taiwan (ROC) is.

The worst case is that your insurance company can deny the claim for
accident caused by 国内的人. The excuse is that 国内的人 is unlicensed
driver. On the other hand, they might not be able to tell the difference of
driver license issued from PRC and ROC. In this case, your insurance will
still cover the accident.
So the answer is "it depends".
