象这个: 整个社会盈利率总体控制在同一个水平内，这样无论投资什么都是一样的.
如果这样的话, 那么就没有venture capital投资给高科技公司和internet公司了.
venture capital的风险很高的. 投资给10个公司,可能只有一个公司会又回报,所以要
求回报率高. 你还要收重税,那venture capital还投资给p阿.
银行也不会贷款给中小企业,因为中小企业的风险高. 所以你的想法非常一厢情愿.
还又这个: 限制工资.
