東電は、第1原発の電源復旧に向けた作業を17日から本格化。東北電力の送電線を
敷地内に引き込んで分電盤につなぎ、各施設に接続する。最初の接続先は、建屋
の被害が少ない2号機にする予定で、電源が復旧すれば、緊急炉心冷却装置を稼働
させ、原子炉への注水作業などを進めたい意向だ。
ただ、3号機への放水中は、配線接続などの電気工事は危険を伴うためにできな
い。東電は「危険な状態の3号機への放水を優先する」としており、2号機への電
気の供給は19日以降にずれ込むとみられる。

their tone a couple of months before they actually do it. Even before
that, under the circumstances, they would probably want to start with
