tariffs for telecom companies. Most of telecom companies and all local
exchange carriers are considered common carriers under 1934 federal
Communications Act and need licenses either from state commissions or FCC.
However, they can reject or terminate service if your conduct violates their
policies, i.e. tariffs, or any applicable law.
