今天闲翻《战国策》时看到的这一句，《史记》里好像也照抄了。前日里说战国时
候没有“均势理论”看来是大错特错了，这算的上是最早阐述分析 Bi-polar syst
em的了吧，比Waltz老人家早了2000多年，并且觉得虽然是简单的一句话，却比Wal
tz 15条分析冷战的bi-polar系统稳定的原因都精辟，bi-polar稳定的前提是两个p
olar之间不和（这点好像waltz并没有强调），美苏不和，天下无忧（特别是第三世
界）。可是一旦这两个polar关系改善，不仅天下多忧起来，bi-polar system 也就
完了。举个近的例子，美苏关系改善，美国就敢打海湾战争，后来苏联也垮掉了。
举个远点的例子，齐秦关系改善，秦国就敢蚕食韩赵，最后连齐国也被吞入腹中。
呵呵，不记得有人写过两极不和是两极稳定的关键（可能是因为我没有读到，现在
的IR课好像不再流行读冷战的东西了，除了那几部经典著作以外），但是两千年前
的纵横家（不止一人提出这样的观点）却早就提出了，不得不让人钦佩啊... |

发帖数: 947 | 29 在申请RIR 及PERM的时候，我们发现很多的人来问什么时候才要用到Business Necessity
Statement (BNS) 。有很多人以为只要Job Zone的学历是Bachelor, 要是工作要求Master
Degree, 申请人便需要提出BNS。事实上这是不正确的。所谓BNS的需要是在于劳工部认
为一般而言，该工作并不需要公司所列出的要求，如果一定需要的话，公司要提出BNS来
解释其合理性。也就是说公司要证明下面两点：
1，申请人与工作内容的要求与公司的营业项目有其合理的关联。
2，申请人的工作内容与要求是执行该工作所必备的。
BNS的提出是劳工部对于该工作要求质疑时，申请人才要提出，在RIR或是PERM的审理当中
才会发生。所以申请人无需马上为此担心。而且假使工作的要求是很正常的，例如说Syst
em Analyst的工作，即便Job Zone是Bachelor，而工作要求MS及一年工作经验，这个并非
不合理，所以绝大部份是不需要BNS的。如果是一个Web designer的工作，MS可能要是超
出范围而需要BNS。 |
