新帝国论概述
“帝国”、“新帝国”乃至“新帝国主义”，其实都不是什么新概念。在西方国家
，特别是美国，近来人们之所以热烈地讨论这一话题，文章铺天盖地，首先是缘于“9
·11”事件，其后则是因为发生了伊拉克战争。美国在伊拉克取得的令人敬畏的胜利，
在知识分子圈子里再度点燃了有关“美利坚帝国”的争论。1在媒体的专栏中，认为美
国是“新罗马”（"new Rome"）的评论连篇累牍。当然，这些文章中绝大多数是持批判
性观点，但也确有一些人越来越愿意接受一个他们先前曾激烈反对过的思想，即他们的
国家是一个帝国。他们渴望相信这样一点，即存在着一种新型帝国，而这种帝国对美国

对于1，美国抽身当然是要对付TG，这点再清楚不过了，不信的可以看看kenneth waltz
mearsheimer这些人的演讲。
对于2，海洋国家和大陆国家有根本的战略分歧。海洋国家的特点是容易统一容易防守
，但没有足够的土地扩张。而大陆国家的特点是不易统一不易防守，但有很多扩张土地
的机会。所以海洋国家的核心战略利益是，确保大陆不出现统一的国家，或者说不出现
统一的联盟，确保大陆纷争不断，离岸平衡。而对大陆国家中的强国而言，要统一整个
大陆一般是不大可能的，即使统一也难以长久维持，所以最现实的战略利益就是联合其
他弱国共同发展。玩过文明系列的都知道这两条路线。
所以，虽然都是西方国家，但法国这种大陆国家的战略（戴高乐主义）和英美这种岛国
的战略从一开始就存在根本分歧。

代更替，绝大部分是内部因素引起的。朝鲜，越南，日本，一直在中国周边，中国因为
