标 题: 越南与菲律宾签署所谓协议了

越南这些年与印尼、马来西亚、菲律宾三方的“协调”取得相当大进展。以双边协定来
谋求“合法化”的企图很明显。是不是在学习当年日俄在东北的行为？
2003年，越南与印尼达成海域“划界”协议，其中涉及到南沙群岛周边大片海域；
2009年，越南与马来西亚共同提交了所谓外大陆架申请;
2010年，越南与菲律宾达成在南沙群岛及其海域的渔业等领域的“合作协议”。

这次越南与菲律宾的“协议”具体内容不清楚，但从报道看，
1 两国“合作”重点强调所谓“打击非法捕鱼”，值得注意。
2 从行文看，两国似乎不满足于瓜分南沙群岛及其海域，而是貌似对于南海中北部的“
合作”也有兴趣。西沙群岛和中沙大环礁的管理可能要面临更大压力。

土范围的。这个claim民国初年乃至大清那年就有了。
这里的Islands（复数，加s的）的意思是指群岛。跟韩国的完全不是一会事。韩国那类
似于新发现岛礁。中国的是历史边界。南海诸国连越南都承认的。其他国家只是88年海
战后才有类似的claim.
不懂的话多看看书。比如Admiralty 的各种publication, 塘沽航保司的出版物，那些
都是专业文献，别信口开河。 |

大概因为家庭背景，我本人相对来说比较关心国外学术界对中国海上力量的分析，
相对于国内一帮到处打打杀杀的喊声，痛斥TG卖国，国外一般分析都是中国这次做的很
聪明，我也想尽我之力，多翻译一些这类的文章，让大家多看看一些比较深度的事件分

路透社报道称，中国近海的渔业资源日益稀少，渔民在政府的鼓励及支持下深入南海争
议海域捕鱼。部分中国渔船配备北斗系统，在紧急状况下可发出求救信号，渔船前往南
海捕鱼还可获得燃料补贴。
