比如matrix每个格子代表pair similarity. 做hierarchical clustering rearrange
the index, and use heatmap to visualize the similarity intensity. 显然heat
degree 高的代表想要的，低的不想要，如果cutree,看不到高的和低的的区别 因为相
似度低的也在一个cluster里面。 |

proposals concurrently under consideration by NSF or NIH programs
想请问一下什么叫substantially similar。
比如投一个proposal里写要搞某个算法应用到医疗上，同时投一个proposal写要搞个几
乎一样的算法应用到地质上？或者一个大proposal中的某个aim抽出来同时投个小
proposal？
另外我看有的NSF RFP里写不能同时投NIH，有的NSF RFP里写不能同时投NIH和NXXXX。
是说如果没明确指明funding agency，就可以同时投？

job 范围的例子也可以联系我。 越多亲朋好友 stake holder发邮件给uscis, 越有可
能改变final rule的definition。

Comments 1月4号截至，算算时间3月份finalize差不多。
我们上周去开会的时候Uscis的大头头说会在他们能力范围之内让合法移民受益把奥巴
马的行政法令做到最好，他和他的membership 成员让我们多comments,他们会把建议
take into consideration的
说实话人家这次AC21法案就是不给我们放work authorization我们能有什么办法，就算

similarities between images there are lots of approaches but accuracy may be
a point. I previously used the idea of simply computing the correlation
coefficients between the two (similar to the matched filter idea, if i am
correct), and it's kind of close. For matrices perhaps can just regard them
as a vector (either by row or by column).
