好像八马要加这个税。
最近认识一个朋友，轻度残疾，不是所有工作都能做，但大部分工作做起来没问题，也
基本不影响日常生活，也在申请这个SOCIAL SECURITY，据他说申下来每月有两千多。
他还有朋友完全依靠这个生活不去工作的。
首先我不反对残疾人得到福利，其次我也希望这个朋友过上更好的生活，
但是从制度来讲，这个福利能不能换个形式？比如鼓励雇主更多雇佣残疾人之类。或者
需要请人帮助照顾日常生活的政府报销。
