1979年，一架运送地质学家的直升机寻找降落地点时，在针叶林中的一个山腰上发

而作为resident,美国在与外国的关税协议中总是有saving clause,即他们有权对自己的
resident根据美国国内的法律征税,而中国的关税协议中特意对article19,20声明是exc
eptional to "saving clause".详细可以看这个,在里面搜 excepted from the "savin
g clause"
