据说后冷战秩序是靠这三驾马车支撑的。对此，时评人拉赫曼曾坚定地相信这一点，可
如今他却有点犹豫了。他在5日为英国《金融时报》撰写的文章中，颇为哀怨地喟叹道
：“西方已经丧失理论自信了。”其中最为突出的表现就是，人们对“市场、民主和美
国霸权”这三驾马车的信念发生动摇了。
不过在拉赫曼言之凿凿地替“西方”立言的时候，有个问题必须首先追问：西方到底是
谁？
“丧失理论自信的到底是山姆大叔，还是整个西方？认为欧洲和美国完全是一回事，实
在是过于幼稚和简单化了。不要再把欧洲归于‘山姆大叔’的标签下了！认识到‘美国
’和‘西方’不完全是一回事，这很重要。”
正如网友@compayee在上述留言中所暗示的那样，在拉赫曼煞有介事地谈论“西方”的
时候，他的心里实际装的却是“美国”。

在我的前半生，国际政治格局是由冷战决定的。柏林墙的倒塌终结了冷战时代，开启了
另一个时代：全球化时代。如今，25年过去，我们似乎正再次见证一个时代的结束。
这种世事无常的感觉在意识形态领域最为强烈。在过去几年里，西方对支撑起冷战后世
界的三大支柱的力量失去了信心，它们是：市场、民主和美国力量。
这三种观念的成功当然是相互关连的。冷战一结束，人们自然会提出一个问题：为什么
西方制度获胜了？最明显的结论是，民主的、基于市场的制度就是比计划经济和威权政
治好。套用当时的流行说法：“自由成功了。”结果是，美国不仅成了唯一屹立不倒的
超级大国，它还享有观念霸权。
柏林墙倒塌后，市场经济和民主政治在全球的传播焕发了新的活力。世界银行(World
Bank)和国际货币基金组织(IMF)所倡导的那种自由市场共识被称为“华盛顿共识”，这
个名称是恰如其分的。
与 华盛顿共识对应的政治共识是：相信民主最终会获取胜利，不止在东欧，还将在全
