据《纽约时报》报道，美国国务院官员透露，希拉里·罗德姆·克林顿(Hillary
Rodham Clinton)在担任国务卿时，没有开启政府电子邮箱，其助理也没按“联邦档案
法”规定将她的电邮保留在国务院伺服器，因此希拉里只使用个人电子邮件账户来处理
政府事务。这种做法并不违法，但可能违反了要求政府官员之间的通信应作为机构档案
加以保留的联邦规定。
而在希拉里任职期间，这个问题一直未曾遭到质疑，直到两个月前，因众议院一个委员
会调查2012年美国驻利比亚班加西领事馆遇袭事件，要求查阅时任国务卿的希拉里通讯
，才将此事曝光。
鉴于国务院履行联邦档案操作规范的新举措，希拉里的助理才查阅了她的数万页电子邮
