路透社報導，美國商務部週二（5月23日）表示，今年4月新屋銷售較3月大降11.4%，經
季節性調整後年率為56.9萬戶，西部地區跌幅來到將近18個月的最低點。原本分析師預
估4月新屋銷售降1.5%，年率降至61萬戶。
4月新屋銷售較上年同期增長0.5%。4月新屋完工表現持平，在建房屋則增加0.6%。
另外，3月新屋銷售年率由62.1萬戶上修至62.4萬戶，是2007年10月以來最高水平。
美國新屋銷售占整體房屋銷售的9.8%，通常環比變動較大。
分析師認為，造成4月新屋銷售重挫的原因是第一季氣候異常溫和，帶動該季度銷售上
漲。
雖然4月新屋銷售下降，但多倫多BMO Capital Markets分析師Jennifer Lee說：「房屋
需求仍然強勁，常見的支撐因素並未出現改變，關鍵是就業和薪資增長。」

奥巴马政府周四（22日）宣布，正式废除国家安全出入境登记系统（NSEERS，也称为特
殊登记），该系统要求对来自以穆斯林人口为主的高风险国家男性移民进行注册。此决
定周五（23日）在联邦公报（Federal Register）上发表后立即生效。
废除该制度是奥巴马卸任之前在移民问题上所做的最后行政决策之一，这在很大程度上
加大了川普上任后建立穆斯林登记系统的难度。
NSEERS系统全称为“外国公民登记国家安全入境出境登记系统”。它是9•11后，
美国联邦机构为了对来自“高风险”地区人群进行监控而建立的登记制度。该制度覆盖
25个国家，除了朝鲜之外，其余都是穆斯林或以穆斯林人口为主的伊斯兰世界国家。该
制度要求来自这些国家的男子在抵达美国边境时必须进行登记，而那些已经在美国本土

•弗洛伊德1910年发明了“童年失忆”这个词，
认为是性创伤压抑了这些早期回忆。后来一段时间里大部分研究者则认为，儿童只是没
有能力形成长期记忆，事情过去就过去了。
但是1987年，埃默里大学的心理学家Robyn Fivush证明，并非如此。很小的孩子就会形
成长期记忆，2岁半的孩子就能记得半年之前的事情。童年经历能在大脑里留下意识层
面的印记。
这些长期记忆还不是很稳固，因为孩子的大脑还在发育，大量新生成神经元会影响旧记
忆的留存。同时，记忆需要对各种不同事件进行综合协调，需要时间概念和因果概念的
帮助，这些能力在孩子身上都不成熟。因此这些最早的记忆，绝大部分都在成长过程里
逐渐丢失了。

定周五（23日）在联邦公报（Federal Register）上发表后立即生效。
废除该制度是奥巴马卸任之前在移民问题上所做的最后行政决策之一，这在很大程度上
