Means Jan and Feb will give another month in 2008, which would be April,
2008. Then possible retrogress is possible.
Anyway, I still think EB2C should not retrogress since the demand is much
less than EB2I. (or even EB2I should not retrogress at all due to the bad
economy, many of my India co-workers have left during the past year back to

usually release around 10th in the previous month, so the lawyer knows
whether the PD retrogresses at least 2 weeks before it actually retrogresses
. Her answer is perfectly reasonable. Everyone (who cares to know) know this
info at least 2 weeks before. |

In Feburary we will see a huge number of approvals and the April VB may stop
or retrogress because by that time at least 10k-20k cases will be processed
and ready for approvals.
For 2008 PDs, it really depends on how much Mr.CO wants to retrogress. I
think most probably he will retrogress the date back to late 2007 or early
2008.

我说的“很多”是相对而言的，没有EW和CP的数据，要真正搞清楚“大潮前PD但没交I-
485的”恐怕也不容易。好在真正有意义的是cutoff前进速度。
对于EB3C，去年10月初到今年4月初这6个月时间内用掉了70%的quota。同期内（实际上
用的是去年9月到今年3月），cutoff前进了14个月。因此，全年cutoff应该前进14/0.7
=20个月，也就是平均一个月前进1.67个月。
同样对EB3ROW，6个月前进了8个月，平均一个月前进1.33个月。1.67/1.33=125%，所以
EB3C就算多了25%的demand，也无关大局。
当然假设是FY08年的demand和FY07年持平，目前看应该是略有下降，因此速度会比这里
算的快一些。
如果收到的demand超过一个月（不是一年）的quota，实际发卡的cutoff date就会
retrogress的。因为法律规定PD在这个cutoff date之前的都要分到一个visa #，而每
个月能提供的visa #是有定额的。所以放水后的retrogress几乎是一定的。

For example, my I130 PD is Feb 2013, I485 interview request suddenly changed
PD to Aug 2013 (although PD on I485 receipt is still Feb 2013). If visa

possible since my interview is in Nov 2013), will I be considered "current"?

有人的配偶的排期什么时候会retrogress，有可能在3-4个月后在审理你的案子时排期

发帖数: 2904 | 49 2018年4月份EB1 China 的final action date 退回了2012年，基本上就意味着暂停处
理了。即使移民局采取了4月份的filing date，也只意味着可以新交485，不能批准了。
去年从6月到9月四个月时间从C到retrogress，今年4月份就开始了，不知道会不会持续
到9月份直到10月新财年开始。

这里有点提议，就是因为一类长期C和能吃一类Rest of world的spill over，一类的朋
友不大关心库存和排期。现在新形势下，大家可能得多注意这些了。
隔壁EB23版有个组织http://www.niunational.org/，长期与国务院(DOS)负责签证发放事物的官员(奥本)联系，沟通EB23类的排期问题。新形势下，是不是本版也得组织个机构，或者联系NIU，在跟奥本沟通的时候，顺便提一下中国一类的问题？

since the visa retrogression just started)
