提早递交485确实不需要修改联邦法就能实现，只需要修改政府行政法规CFR，这个政府
自己有权利修改，不需要通过国会。09年USCIS就有相关提案，就是很早以前版上就提
到过的RIN: 1615-AB82：见http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200904&RIN=1615-AB82，这个提案多年来一直搁置，原因我估计就是我前面提到的，政府怕一旦通过这条，又把EAD和AP的实质好处去掉，反而遭到更多的群愤，不如按兵不动。

低了，绝对难度其实还是比较高的。要实现这条，先要修改政府行政法规CFR 245.1 (g

几个月前的USCIS的电话会议
我和赫尔辛基还有NIU的官方代表大D哥参加
当时我就问这个KEVIN有关H4拿EAD的事情:"Recently there are rumors that certain
H4 holders can be granted EAD. Can you please comment on that?"
当时KEVIN非常狡诈地说："No I can't comment on that."
不是很明白这个网页的意义
也需要搞清楚NPRM什么意思
难道明年3月起 交了140的H1的LD们都可以有EAD了？

也要说一些“新闻”出来让你不停去check他的网站，然后他的“新闻”几乎都没有
source的。多少次在他的update里面说3012 highly likely to become law的？最后
呢？你觉得美国人制定法律法规的智商都不如鞋码么？2和3什么关系？稍微有点逻辑能

受益的只是EB3I, 也达不到它本身所希望的"encourages professionals with high
demand skills to remain in the country"。如果能争取到140proved就能申的话, 那
会有更多的中国人受益。

刚刚更新的final rule. 上面还是说I-140批准的就可以，没有说一定要通过employer-
sponsorship.
