而且这种数据对他们的precinct也非常negative
举个周末发生的一个事的例子，昨天晚上约一个吃完饭，他大概9点多回家后发现他老
婆不在家，手机打不通应该是关机状态，他打了他老婆最好的朋友电话都不知道人在哪
儿。于是他报了警，等了一个半小时警察也没有来。他期间又打了几次911，接电话的
说已经把message发给local precinct几次了。
报警系统的流程是这样的，911把信息发给指定的precinct，朋友家的地方是NYPD 1xx
Precinct的警务区，但是夜班警察收到911的信息后一般由值班deputy来做dispatching
，发指令给在路上patrol或者在局里待命的警车执行出警，但是夜班警察并没有派出警
车。
于是朋友求助于我，我查到那个1xx分局的电话，接电话的值班警长态度很差，说我们

By noon Friday, March 18, all absentee ballots (domestic, military, and
overseas) must be received by local election authorities. These will be
recorded by precinct, according to each voter's registered address.
The local election authority has until the 2nd Tuesday after the election to
certify the results. The state then has up to another 2 weeks to certify
