现在medical costs per year大概是$2.5T. 分摊到每个insured person头上大概是$
10000.
如果Obamacare开始，看看insurance的变化。
15% uninsured最少每人增加$2000，对应不缴insurance, 被罚款的情况，
最多每人增加$10000，对应缴insurance的情况。
因此增加的总金额大概在$90B到$450B, 增幅在3.6%到18%。
假设这个增幅全部由employer和现在insured population承担，

Eligible根本不是字面上的理解的有效的TURNOUT。这个Turnout Eligible百分比指的
是用投出的选票数除以Total Voting-Eligible Population。就是说基数是所有能投票
的population，包括没有注册的population。这个Voting-Eligible Population在加州
2016年是24,875,293，远远大于注册选民的总数。这样算出的Turnout Eligible有什么

year in a row, with 90% of the state's counties seeing a drop in population
, shrinking the state's tax base. In 2016, a net of 37,508 people left,
according to census data, putting the population at its lowest in nearly a
decade.
