，所以不可能向参议院那么积极。但同时又不能显得太保守，让民主党在移民上得分太
多，所以搞出这个piecemeal。
对两方都有交代（1）对保守派来说，HOUSE 版本没有大赦，参议院不通过的话，众议
院没有什么政治后果。（2）对墨西哥移民来说，HOUSE 至少迎合了移民呼声，如果参
院通过，投降起来也很顺利。
如果HOUSE R们那么坚决反对的话，根本不需要提任何移民法案，因为反移民那帮人最
大呼声就是enforce current law。piecemeal 法案出台，大家都知道共和党是在骑墙
了，而且参议院通过的可能性很大，所以我觉得共和党高层是准备投降了。
另外，Rubio 可能还不愿意这个法案过得太顺利呢，现在这个状态对他最有利，因为八
人帮里他最关键，出镜率最高。如果法案水过，他还怎么邀功？看他的劲头，野心应该
是参选2016。 |

昨天关于神仙会的新闻里有这么几条：
1. 演戏也好，真心为党也好，GOP的leader决定move forward，而不是停滞不前。不过
8月之前不用想了，估计要拖到年底。
2. tea party担心到了conference会被迫接受senate的bill, 要求GOP leader定原则，
但是不知道GOP leader是否给了相应的承诺。
3. 在非移的legalization问题上，house GOP基本是50-50，这也是昨天啥实质性的决
议都没有的原因。当然，就算是支持的，也要求必须secure border。
4. 7人帮的bill没有brief，不知道是不打算拿出来了，还是打算等神仙会结束了修改

,H4可以工作，增加20，000配偶和小孩的名额。虽说没参院的版本宽松，但是通过应该
容易许多。
众院恐怕是铁了心要搞piecemeal,把合法移民和非移分开对待。
参院不是说了非移转公民要根据新边界安全条款的执行情况嘛，
众院会不会说咱们来piecemeal吧，对于非移今年先通过新边界安全条款，执行几年后
再说非移转公民吧。
