，也是需要SSN才可以注册，但是只用load一次就可以直接给信用卡还账了。比较惊奇
的是，他上面写了需要3.95 的手续费，但是最后再check out的时候没有，连售货员也
觉得惊讶。 还有第二张张卡也很神奇，我买的时候还没有paypower的账户，所以售货
员说是这个卡是load到paypower的，所以建议我不要买，等批准了再说，我觉得这张卡
很好，只要3.95 的手续费，面值可以冲到950.有没有用过的同志分析一下看我说的对
不对。 |

Bancorp Bank, and serviced by Blackhawk Network California, so they even
share similar online account interface.
NetSpend is issued by three banks as far as I know - The Bancorp Bank, BofI
Federal Bank, and MetaBank, and serviced by NetSpend. |
