nys投票需要提前注册，寄voter register给各个county的election board。。。
election board会确认两件事：
1. 你的投票资格，这个是通过ssn来核实的（这点我亲自核实过，因为经常能收到乱七
八糟主党的宣传广告，我去年就把地址改成了PO box，结果election board改地址时出
错无法投递改地址的confirmation letter，但后来电话他们报ssn还是找到了原来的地
址，当我问到要ssn原因时，election board人告诉我他们需要ssn来验证投票人是否是
us citizen。。。）
2. 你注册投票地址，根据地址指定你的投票站地点，到时投票时你对应的投票站会有
特定投票roster，要你的名字，签名，并且记录你特定选票的序列号在你的名字上。。。 |

drivers are required by the NYS Vehicle and Traffic Law to file form MV-104
(Report of Motor Vehicle Accident). File form MV-104 with the DMV no more
than 10 days after the accident. The DMV can suspend your driver license if
you fail to report an accident.

但知道你在外州拖欠罚款，会暂时吊销你的驾照，直到你付清欠款。所以俺建议你：
1。看能不能appeal by writing.
2. 找当地律师。 |

当时在一个限55的路上开，到了一个小村子，限速到了30，当时路上没人也没车，就没
立即减速
到了一个路口就开始减速，过路口后，看到警车从那个路口另外方向转过来，赶快看了
下速度表，正好30，而且那个警车也没打灯，就在后面跟着，当时以为没事了。
他跟了小一个Mile后打了灯把我给pull over了，说是我过那个路口前开54，给了张
ticket，我当时在36上，他ticket上写的在39上（36旁边的一个highway）
他说我住加州比较远，让我直接Mail回去Plea guilty就行了，要是不想plea guilty，
就还得回到那个小镇上上庭。
第一次吃ticket，不知道认罪好，还是上庭好，主要是离得实在太远了，要是dismiss
可能性不太的话可能就得认罪了
另外，要是上庭的话，非得本人到吗？能找个律师代上不？ |

查了NYS的DMV解释，说外州的moving violation都不会add points到NYS record上，那
是有speeding记录但是不会有points了？不过我不知道speeding这个是会一直在记录上
还是会有一个期限呢？以后如果relocate，需要换其他州的驾照，应该我的驾驶记录上
是没有points但是有speeding记录，不知道这样对不对？ |

我在长岛Suffolk。附近的Dealer只报出$26,499.00 add sales tax $2,285.54 + NYS
Fees $97.50 Totaling $28,882.04 + NYS DMV Fees (Cost of License Plates)。这
个价格只有8% off MSRP...
附近的TrueCar比这个便宜100。62mile以外一个dealer开的便宜400。不知道底线是多

不扣点。
这样做的原因是parking罚款是town政府收，超速罚款是nys收，所以每个town都给这个
双赢的选项。 |

给你一个例子
我3月底把旧车卖了，因为买车的人需要修muffler，通过inspction才能register。我
就同意他先用我几天我的车牌。2周后他email说周末就归还我的plate，然后就没信了
。现在都2个月了，我给他写信，也不回复我。前不久收到了4月份闯红灯的ticket，
75
块。我现在也联系不上这个买车的。今天给DMV打电话，才得知我title还在我名字下面
，他根本没转title。
我现在应该怎么办？我今天已经cancel我的plate了，但是以前的罚单，只能我来付吗
？不付的后果怎么样？或者我可以提供他３月就买走我车的证据，这样我就不负责罚单
了？很烦心，当时好心结果他用，结果却惹了麻烦。当初卖车也没留一个title
transfer 复印件,都是教训。以后大家卖车，别像我似的。
如果你要在加州还要确认你的车可以过smog check，不然买方即便想过户也过不了。
还有一些仁兄也是建议说
-如果可能，或者最好和买家一起DMV transfer。
很重要的是收现金，一起去银行，直接让买家存进你的银行账户。感觉最近其他方式都

你不是扭腰淫的时候也没有在扭腰州拥有或租房子。但后来搬来扭腰州，是不需要交税
也不需要补税差价的。你需要在转车牌的时候填一份 DTF803 表申请免税。
DTF803表上有一项：当你不是扭腰淫的时候有没有在扭腰州拥有／租房子？（While a
resident of another state, did you own/rent living quarters in NYS?） 我不清
楚如果有的话怎么算。
你说的“现在有纽约州的地址了”指的是什么？是不是租房合同已经开始执行了或者买
的房子已经close了？如果是，不排除申请免税的时候可能有麻烦（如果办事人员较真
的话）。即使租房合同尚未开始执行或者买房交易还没close，你买车的时间和搬来扭
腰的时间如此接近，也不排除会被找麻烦的可能。
由于你持MA驾照，在MA的dealer买车的话，dealer必须收你的税给你上MA牌。去NH买车
给临时牌照是个不错的主意，但20天可能不够，因为换牌照必须先换扭腰驾照和扭腰保

的driver license需要证明你是resident。很多州需要你证明你居住了超过某个天数，
比如付了三个月的水电气费之类的。不是很清楚NYS有没有这个具体的要求。

数几个州是根据183天来做判断的。NYS的话学生是NR，而且就算不是学生，来美国第一
年，只要在NYS呆少于11个月也是NR。LA的话你算是NR，去填个amendment return吧，
否则明年按NR报state revenue department会给你notice问你为什么改变了

月份失效。
保险公司得知move后要求到nys dmv把车子注册了。查看了一下NYS transfer驾照的要
求，外州驾照必须has been valid for at least 6 months, or has expired in the
past 12 months. 我最近的这张不到6个月。保险公司隔几天就发信打电话来催。找工
作找得上火，还要处理这个麻烦事。想问大家有没有碰到过或朋友有过类似的问题，你
们是怎样成功transfer license的？

, but the permit has value. The permit verifies, in several languages, that
you have a valid foreign driver license. A police officer who cannot read
the language on your foreign driver license can read the permit.
看了这段话了，就是说没有permit也能在nys开车，但是能开多少时间呢？police看不

faulty state, 保险费用比其他州几乎高了快10倍了。你NYS一个月的保险都够中西部
州缴一年的保险了。
还有，NYC的车都是跑短途的，磕磕碰碰的，旧车不是特别烂就是特别贵，很少找得到
像样的车。
所以只有傻子才会在NYC买车。 |
