想要的 保守 条款。
这个bill 是 走 reconciliation，只需要 51 vote；但就 senate 的章程，能不能
走 reconciliation，得先由 senate 议事法规专家 来定是否符合 议事法规，
现议事法规专家是 Elizabeth McDonough，奥巴指派的，2015 年和 Baiden 曾拒绝过
GOP 的reconciliation bill，最后只能走 60 votes，就是 dead。
所以，现在的争论是，软泡 说 直接在 bill 里加 freedom caucus 想要的 保守 条款
，会被 法规专家 Elizabeth McDonough 推翻，就不能走 51 votes 的
reconciliation；变通是，现在不加，参议院 Mitch 按法规 拿到后，保证再加 哪几
个 保守 条款。

草案，为无证移民提供一条8年内成为美国合法居民的路径。但是白宫官员17日否认了
相关细节，称他们正在与两党联合参议员团队共同努力，以期移民改革最终在国会通过。
据NY1 News报道，此前《今日美国》曾透露据称是法案细节的草案，该草案将允许
无证移民和面临驱逐的移民通过申请一种新型的签证，从而成为“合法的可预期移民”
。申请者需通过犯罪记录背景调查，提交相关的生物识别信息并需要支付申请费用。
此外，报道还称，在美服刑时间超过1年、违法3次以上或被判监禁90天以上者，将
不能申请该签证。
“我们需要加强边境安全，共同完善制度体系，”白宫办公厅主任(White House

TPA即《贸易促进授权》法案，是前共和党小布什政府所推动、在2007年通过的，

国际贸易协定，只能否决或通过，不能提出修改或补充。
为了成功，在投票前夕的12日中午，奥巴马在与国会民主党议员举行的会议中，把

驱动尼克松外交政策的是基辛格, 为布什出谋划策的是赖斯, 候选人的外交顾问是誰,
持什么立场往往更为重要。
民主党两个候选人, 希拉里外交顾问鲍瑞嘉是同情中国的, 辞职了, 但是他接受采访明
确指出他们团队不赞成希拉里的竞选词语, 所以我们还要观望, 看真正确定中国政策的
人是谁。 我们知道本次竞选发生过候选人在台上说, 其顾问在台下和外国政府解释的
事；但我们不知道中国政府得到了什么信息。鲍瑞嘉的辞职和他所说的团队, 我觉得象
希拉里讲话时突然猛眨了一下眼, 到底是何含义, 我们不清楚, 有人清楚。鲍瑞嘉辞职
意义不大, 我更期待的是希拉里当选后他能东山再起。

昨天公布的数据显示，2月汇丰中国制造业PMI初值50.4，前值52.3。创4个月内最
低水平，显示中国制造业回暖放缓。然而由于2月正值中国春节假期，野村、美银等多
家投行的分析师都认为这个数据的下降属于正常范畴。
然而，对于全球其它依赖对中国出口的国家来讲，中国经济是否景气，直接关系到
各国的经济增长水平。据彭博经济学家Michael McDonough总结，对中国出口占其总出
口额比例超过15%的国家就有35个，中国的经济增长水平与这些国家的经济前景息息相
