新帝国论概述
“帝国”、“新帝国”乃至“新帝国主义”，其实都不是什么新概念。在西方国家
，特别是美国，近来人们之所以热烈地讨论这一话题，文章铺天盖地，首先是缘于“9
·11”事件，其后则是因为发生了伊拉克战争。美国在伊拉克取得的令人敬畏的胜利，
在知识分子圈子里再度点燃了有关“美利坚帝国”的争论。1在媒体的专栏中，认为美
国是“新罗马”（"new Rome"）的评论连篇累牍。当然，这些文章中绝大多数是持批判
性观点，但也确有一些人越来越愿意接受一个他们先前曾激烈反对过的思想，即他们的
国家是一个帝国。他们渴望相信这样一点，即存在着一种新型帝国，而这种帝国对美国
和世界都是有益的。

Uber在奥克兰市中心买下了历史悠久的西尔斯大楼(Sears Building)，计划进行大
规模装修之后于2017年搬入，新总部可以容纳2000到3000名员工，届时将占Uber员工总
数的四分之一。Uber没有透露具体购买价格，但这座大楼去年年底出售的时候价格为
2425万美元。
此外，Uber计划与原开发商合作投资4000万美元对西尔斯大楼进行彻底翻修。这座

行改造，让他们选择是遣返，还是加入中朝军队，所以已经采用了“自愿遣返”原则。

不想回家，而反对“自愿”遣返？这完全不合逻辑。

访的目的地就是东北亚盟友韩国和日本，访问行程将从今天起持续到本周六。外界普遍
认为，此举显示出特朗普政府对朝鲜核武威胁不断扩大的担忧。另一方面，对日韩两国
来说，获取美国保护其安全的承诺，自然极为重要，首尔与东京对马蒂斯的来访都不敢
掉以轻心。
路透社报道称，美国防长马蒂斯表示，今天抵达首尔后，他将评估盟友韩国遏止朝鲜核
