事情经过并不复杂。1月27日川普突然发布总统令，以“反恐”为名义，禁
止伊朗，伊拉克，叙利亚，利比亚，也门，索马里和苏丹七个穆斯林国家公民进
入美国90天。不但已经发放的美国签证一律作废，哪怕已经持有美国绿卡者也不
能豁免。尤其令人气愤的是，上百名在川普发布命令前已经登上飞机，但在命令
生效后才到达美国机场的7国公民在海关被拘留起来等待遣返。甚至连5岁的孩子
也被戴上手铐。
消息传开后，大批义愤填膺的美国普通民众自发前往机场进行示威声援。以
美国公民自由联盟为代表的民间维权组织也立即开展法律行动。在强大的舆论反
弹下，川普一方不得不有所后退。目前美国国土安全部已经允许绿卡持有者入境。
同时最新的进展是，针对华盛顿州提出的反对总统令的诉讼请求，联邦地区法院
已经对川普的总统令进行了暂时中止以等待判决。

coordinated strikes the day after the number of U.S. troops fell below 50,
