新帝国论概述
“帝国”、“新帝国”乃至“新帝国主义”，其实都不是什么新概念。在西方国家
，特别是美国，近来人们之所以热烈地讨论这一话题，文章铺天盖地，首先是缘于“9
·11”事件，其后则是因为发生了伊拉克战争。美国在伊拉克取得的令人敬畏的胜利，
在知识分子圈子里再度点燃了有关“美利坚帝国”的争论。1在媒体的专栏中，认为美
国是“新罗马”（"new Rome"）的评论连篇累牍。当然，这些文章中绝大多数是持批判
性观点，但也确有一些人越来越愿意接受一个他们先前曾激烈反对过的思想，即他们的
国家是一个帝国。他们渴望相信这样一点，即存在着一种新型帝国，而这种帝国对美国
和世界都是有益的。

据categorical imperative，另外一个是根据utility，我一般根据后者来判断对还是
不对。这个utility未必是为自己，其实Bentham在讲utility的时候，大部分是考虑的
公众利益。
对于我个人，底线是对社会无害，然后，如果有基础了，主动上为其他人做点贡献；没

每种文化在受到冲巨大突击，直至面临生死存亡的时刻，自然会一力求变。
怎么变？最常见的，一曰改良革命，一曰复古。
这原教旨主义，就约略算在复古的变法里：国家败成这样，都是因为人心不古，不能坚
守古训。从一定程度上，原教旨主义有点像清教徒，是一种纯结宗教的运动。
最早跟原教旨主义接近的，是十世纪时在阿拉伯出现的，那时，正是蒙古人入侵，穆斯
林节节败退的时候。直至埃及人打败了蒙古骑兵，蒙古人改信了穆斯林，才算完。也正
是因为这事（穆斯林地区的基督徒支持蒙古兵），穆斯林开始了对基督徒的不宽容。
近现代的原教旨主义，当然是西方兴起以后的事（标志性事件是法国人占领埃及。曾经
的穆斯林的骄傲，埃及陆军在法国兵面前不堪一击，当然震动整个穆斯林世界。）
像现在比较有影响的原教旨主义教派，比如 Wahhabi，Salafi，都是在 18－19 世纪出
现/复兴/壮大的。我们比较熟悉的著名的苏丹马赫迪起义（杀死洋枪队队长戈登），就
是原教旨主义运动，从起义领袖取名马赫迪就可以看出。

会进步程度，中国排在92位，处于中低水平。
2015年度的“社会进步指数”揭晓，参评的133个国家中，挪威击败瑞典荣登冠军，加
拿大和美国分别排在第6和16位。在人均GDP同级别的国家中，有15个国家因建立民主体
制、投入教育和医疗或脱离共产体制而表现突出。中国总排名在第92位，与人均GDP排
名不相衬；就人权指标而言，中国仅排在古巴之前。
社会进步指数由世界经济论坛的慈善事业和社会投资委员会于2009年提出，美国非营利
