最 近的一期IEEE Spectrum 上有一篇关于电磁发射的文章：For Love of A Gun，
by Carolyn Meinel。其中有一段关于中国的，翻译出来献给大家。
如果麦克廓蔻(McCorkle)看得广一点，他可能会与中国河北炮兵工程学院的王英相
遇。早在1981年，王英阅读了费尔(Fair)的第一届电磁发射学术会的论文集并决定把这
一课题作为他的终身研究方向。开始时支持他的人很少，但在过去十年以来他和他的学
生们在中国的22个学校和军事研究所建立了电磁发射的研制机构。他和瑞扯-玛绶(
Richard Marshall)合写了关于这一课题的两本教科书。
实际上玛绶(Marshall)和费尔(Fair)很高兴能在中国找到相同志向的学者。在2004

这两天在国内主流的，崇洋其外但实质是不见市面的土包子的媒体的炒作下，有了个所
谓的美国骆大使住不起博鳌大酒店的事件，引起网上左右两派的激烈互喷。看到有人提
问关于美国政府公务出差的标准，觉得这才是问到了点子上了。俺无意对此事作是非判
断，只想列举一些事实。欢迎转发。
首先得承认，人家的制度确实比咱先进。为了控制公务员滥用公款，老美的差旅标准制
定的非常细致。根据不同的地区的消费水平，制定了相应的每日住宿和餐饮标准。在美
国国内，具体到了各个州以及主要城市。每个城市的酒店，每年制定酒店的政府价，就
是按照这个数字来定的。对于国外，由美国国务院定的标准也相当精细。比如说对中国
，几乎大部分中国主要城市都已有相应的标准。（见下表）。表内列出了每日住宿的限
额，食物和其他费用的限额，以及前两类费用的总额的上限。 对于海南，表中列出了
海口的标准。住宿的上限是181美元，餐饮及其他的上限是118美元，所以费用的上限是
299美元。

我前时的夜谈中曾提到古书中关于仪狄造酒的传说，引用国际百科全书的资料认为造酒
起源于西亚。有博友指出，9000年前中国河南舞阳的贾湖酒是世界上最早的酒。
近日，我在美国的一位友人David刘通过国际快件送来一箱啤酒，名曰“贾湖堡”
Chateau Jiahu啤酒。这是美国特拉华州角鲨头啤酒厂(Dogfish Head)生产的具有商标
专利的啤酒。啤酒使用了中国河南舞阳贾湖为地名，在美国的售价是12美金一瓶，约合
人民币80元，显然是啤酒中的贵族一品。
有趣的是，角鲨头啤酒厂(Dogfish Head)的老板萨姆·卡拉吉欧声称，这种啤酒的配方
，是根据中国河南贾湖9000年前人类所制作的最古老的啤酒之原始配方酿制的。

发帖数: 7636 | 16 我对吸烟是肺癌的主要因素没有反对意见。我只是不相信这个90%。WKP上的文献也只是
个报告没有讲那些数字是如何算出来了。我还是认为这个数字是为了政治正确，夸张了
。再说这个是西方（污染控制的比较好的地方）的数据，不同人群中，这个比例是很不
一样的。更重要的是不能用这个数据来说明污染对肺癌的影响可以小到忽略不计，因为
不少癌症本来就可能是需要多个因素共同作用才导致的。
更简单的反驳是北京肺癌这些年发病率提高了56%，如果抽烟的比率基本没有变的话，
那那些多出来的癌症就应该是别的因素引起的。比如饮食，生活习惯，人口结构还有污
染。
具体说中国下面这片文章应该是最大规模的流行病学研究了。估计出来吸烟导致的肺癌
是38%。

近日，加拿大媒体报道，于伟玲（Wei Ling Yu, 女， 48岁）因涉嫌与加拿大食品检验
署OIE布鲁氏菌病参考实验室高级专家尼尔森（Klaus Nielsen， 67岁，已经退休）教
授联手向中国大陆偷运病菌（布鲁氏病原菌）并非法侵占加拿大食品检验署的知识产权
，目前被加拿大警方通缉。尼尔森研究员已于去年10月份被加拿大警方逮捕，将于今年
4月17日开庭审判。于伟玲在一部分海龟中颇具一定的典型意义——“拿着他国的知识
产权到中国去吆呼赚大钱”。据其公司介绍， “在黑龙江省科技厅组织下，哈尔滨平
河生物技术有限公司主申报的2007 年国家支撑计划“动物布鲁氏菌病防控关键技术研
究与示范”项目，总投资1800万元人民币，其中国拨1500万元”。黑龙江省科技厅应该

就在不久前（2016年6月），我用了整整两个星期的时间，做了一件“思出其位”的事
情——去了外蒙古（蒙古国）和外外蒙古（俄罗斯联邦布里亚特共和国，布里亚特是蒙
古的一支），然后沿着西伯利亚大铁路，从乌兰乌德到赤塔、后贝加尔斯克、满洲里，
回到哈尔滨。原订计划还包括尼布楚（涅尔琴斯克），但由于奇特的原因，未能成行。
我之所以这么做，是想能实地考察一下清朝历史上非常有名的“张（家口）库（伦，即
今乌兰巴托）大道”和世界历史上非常有名的“西伯利亚大铁路”。

无论是张库大道还是西伯利亚大铁路，都不属我专题研究的范围，也不是今天能够看到

打破国际封锁，成本降至350元/公斤
日前，中国复合材料学会“关于深入推进实施新一轮东北振兴战略暨复合材料区域
与行业学术服务座谈会”在哈尔滨举行。学会理事单位哈尔滨天顺化工科技开发公司在
会上宣布，该公司继在2015年底成功达产低成本T700级碳纤维基础上，经过一年刻苦攻
关，利用自产千吨线生产的原丝，再次突破低成本T800级碳纤维生产技术。目前，天顺
化工规模化生产的T800级碳纤维成本仅为350元/公斤，该技术不仅打破了部分国家在高
性能碳纤维领域对我国实施的贸易封锁，更将生产成本降到国际价格的三分之一。
哈尔滨工业大学复合材料与结构研究所检测报告显示，“天顺化工”12K自主型号
