今天市民及示威者发起了大规模的游行、不合作运动（在各地堵塞交通）及暴力示威。
下午晚些时候，更有激进示威者围堵将军澳警署，对警署投掷砖头（甚至应用大型弹弓
），把玻璃都砸坏。警署内都是砖头。晚上在铜锣湾等地集结，破坏交通灯，涂抹警车
、在路上纵火等等。深夜开始围堵观塘警署。（现在很清楚他们是要攻击香港所有的警
署，全部破坏一番，另外打一枪换一个地方，搞游击战，让警察疲于奔命）。
香港警方（HKP）采取什么态度呢？完全完全的被动状态，仍然是不作为，处于防御和
自保状态。HKP没有在采取真正的行动去制止这些态势，实际上，HKP的态度其实可能不
是要打击和消除暴乱，而是在守望和准备，将运动控制在一定的范围之内——就是说不
要搞得太过火。太过火就是更严重的打砸抢。目前我们能看到的行为，包括攻击警署、
破坏交通、非法集结、破坏公共设施等，这些都是在HKP容忍的范围之内的。他们可能

昨晚，黑小将在香港进行了疯狂的暴力行为，应该说又再突破底限新低：
1） 纵火焚烧商店（小米、中国银行网点）;
2） 攻击了一家名创优品，把店铺里面的商品拿出来，在地上逐个踩碎;
3） 还有在警署前撒尿，媒体直播的众目睽睽之下;
其中，他们把名创优品的商品拉出来之后，在现场维持秩序，不许人们抢东西。耐心地
把所有商品都在地上踩碎。一位黑小将在店铺前喷上：“咪撚执嘢，执嘢死全家”（别
他妈的捡他们东西；捡东西的全家死）。
没有内心强烈的仇恨，很难有那个心劲儿把地上的商品全都蹋碎。他们不许别人去拿这
些商品，与1930年代纳粹砸犹太人商店一个逻辑：在伤害、破坏的同时还要遵守自己的
某种原则：“不去抢他们的东西。”一说明他们不是物质驱动的，好像这就带来了某种
道德合法性。二他们可能认为这些商品是肮脏的，自己不愿被“污染”。即便是本群体
内违反这个规则，也要诅咒他们死全家。驱动这些年轻人的，是赤裸裸的仇恨。

Gosar)准备在两周内提出“2019高技术美国人民公平法案”(Fairness for High-
Skilled Americans Act of 2019)，废止外国留学生学成后在美国实习的OPT(Optional
Practical Training，(专业实习))计划。
2008年联邦政府延长科学、科技和数学领域的学生和毕业生在美国逗留和工作的时
间之后，OPT签证在这十年间成长了四倍。丕优研究中心(Pew)发现圣荷西和旧金山是
OPT毕业生首选目的地。近年来，OPT计划超越H-1B签证，成为高技术新临时移民最大的
来源。
戈萨办公室说，戈萨也打算在两周内发函给特朗普总统，请他透过行政命令，终结
OPT。
戈萨新法案的名字是针对2019年2月加州民主党籍联邦众议员罗芙根(Zoe Lofgren)
