美国国会众议院定于9月25号晚间开会讨论表决美国“入藏互惠法案”（THE
RECIPROCAL ACCESS TO TIBET ACT ）。会议将由提出该法案的民主党籍众议员麦克高
文（Jim McGovern）致辞，介绍法案条款，辩论并对法案进行表决。法案一旦在众议院
通过，国会将把注意力转向参议院版本的“入藏互惠法案”。
麦克高文众议员日前表示，众议院通过该法案的希望很大。众议院司法委员会8月通过
的《入藏互惠法案》要求，美国国务院每年向国会提交报告，列明中国国家及下属相关
机构领导人员名单，以及中国向美国外交官、记者和游客签发签证的官员名单，以对比
中国官员在允许美国人进入西藏与进入其他中国地区的差别；对比中国官员对待藏人与
对待其他地区非藏人的区别；报告中国当局在藏区执行旅行自由的状况等。
若发现中国官员限制美国人进入藏区，美国也将不许他们进入美国。1950年中国进军西
藏后，当局一直严格限制藏人宗教自由和行动自由以及维护藏文化语言的自由；并严格
限制外国人进入藏区，令美国外交官员、媒体记者、人权活动工作者、游客很难进入西

的耿直哥也相当吃惊的重磅新闻。
因为这则新闻说的是，美国政府正在调查上万名中国申请者提交的虚假“政治避难”申
请，并很可能会将这些人统统遣返回中国！
不过，美国政府的这一行为倒与当前的中美间的摩擦无关，而是一场发生在2012年的大
型“移民造假案”的后续。
在当年的案件中，美国纽约的联邦调查局（FBI）执法人员，通过详细的调查和利用线
人进行监听与偷拍，一举端掉了一个自2006年起专门为中国人伪造 “政治避难”的申
请，让他们通过钻美国移民局的空子留在美国的大型移民诈骗产业链，并逮捕了30多名
涉案的移民律师以及他们的雇员。

【多维新闻】美国移民与海关执法27日局宣布释放数百名非法移民，其原因是由于拘留
中心面临预算削减问题。白宫称，美移民局这一决定与美国政府无关。
白宫新闻发言人卡尼（Jay Carney）表示，移民局做出这一决定，可能是出于金融解决
的不确定性，也可能是出于自动减支（sequester），白宫并未做出任何推动力。
卡尼强调，释放数百位非法移民是低风险的行为，这些移民并无犯罪记录。移民局会在
他们离境后对非法移民进行监视。
据美国联邦移民与海关执法局（ICE）发言人克里斯顿森（Gillian Christensen）说，
随着财政削减政策生效，ICE重新审议被拘留人员，以确保关押人数在ICE目前预算承受

从最近CIR的一些新闻可以比较清楚地看出GOP在采取两个非常聪明的策略：
1. 巧妙打border security牌。GOP坚持要先确保边境安全，然后给予非移身份。这招
看似简单，其实非常巧妙。因为美墨边境如此之长，其实是基本无法严格做到security
的。GOP这条amendment其实就是想通过一个不能实现的trigger，来让非移无法合法化
。这个道理虽然简单，民主党却不能直接反驳，因为民主党总不能说：边境根本就是守
不住的！GOP其实是用了一个看似合理的要求，来达到让民主党不能接受的目的。
2. House立法委的piece meal策略。House立法委本周二开始markup第一个piece meal
的移民法案。CIR在House的未来很可能是很多独立的法案，最后floor投票时其他都通

我们介绍过要砍一半绿卡的由阿肯色州的Cotton和乔治亚州Purdue两位共和党参议员提
出来的RAISE法案（点击链接）。昨天，以弗吉尼亚州的共和党众议员Bob Goodlatte为
首的几十个议员，全部是共和党且绝大部分是红州的议员外包括一个加州的共和党，又
推出要砍38%绿卡的HR4760法案。这两个打着将美国移民系统从家庭移民为主变成技术
移民(merit-based)为先旗号的法案，从参众两院提出它们的议员的背景就耐人寻味。
基本都是来自没什么移民的红州的议员，而不是急需技术移民的高科技地区的立法者们。
上一次美国对合法移民出台类似政策是1924年，KKK盛行的年代（点击链接）。现在，

This bill is now placed on the full House floor calendar. The specific date
has yet to be decided but it has at least been placed on calendar now. Those
