2) Fraud Fee $500据说雇主不变，延期就不用交了，对吗？

Actually, NIU and other volunteer already done some great job pushing O to
allocate SO quarterly. That is why we saw the fast movement of the PD.
With the current movement and approval rate, I doubt if we can gain further
from 3012. Fight the fraud of ICC would give us more benefit and it doesn't
involve any new bill.
We Chinese get hurt most by the EB2I&C lockup, I don't see why we should

被批，批不批，这是USCIS自己权利范围内的事，审批细则也是USCIS自己定的，解释权
也在它自己手里。你自己也说“根据USCIS条款，只能通过把eb2修改成eb3的方式，而
不能同时保留两个类别。”，可见这些细则都是USCIS内部自定的规则，根本不是什么
法律，只要不违反移民法，具体细则一切都是USCIS说了算，找senate有屁用。
老中递第二个140的时候PERM有没有过期，有没有效，老中才管不了
那么多，递上去再说，批不批在USCIS，又不是老中们逼着USCIS批的，也不是老中逼着
USCIS承认过期PERM的有效性的，只要老中递上去的所有文件都是真实的，都不是伪造
的就OK了，何来fraud? 你这样去告等于让USCIS自己打自己脸，它会自打耳光吗？too
