时排水时，这块区域就要被淹，以保护其他区域。
Flood zone是FEMA 根据被淹风险划分的各区。
买这样的房子，可能需要flood elevation certificate/survey，具体我不是特别清楚
，问保险代理. 两个月前听保险代理聊天时，overhear了几句，记得不很清了。 |

者对一个小区的硬化率有关最高限制，提高水的渗透率；比如在政策上引导地产发展远
离floodplain。 |

不过学校这点做的也对，宁可全部停业，也不能出任何risk， 应该是sat晚上开始

oodplain的encroach,从而使得洪水水位升高.一般来说,最大的增值不允许超过1ft(und
er 100year flood?).
这样可以算出来你最多能encroach到哪里. |
