用race来描述此类划分是站不住脚的。而1726法案在措辞上也很狡猾谨慎，通篇没提
race，而只提ethnicity。但注意，后者是文化，或者国籍认同，和生物学种族无关。
所以以后大家填表的时候，ethnicity统统填其他-american.因为无论是国籍还是文化
，在美国出生长大，或者呆足够长的人，肯定是american ethnic。这不是撒谎。一辈
子只在中国呆过几个月、习惯喝冰水吃burger、基本不会讲汉语不认汉字，只看芝麻街
迪斯尼而不看西游记葫芦娃、粽子是甜是咸与之无关的华裔二代 ，ethnicity怎么可能

硅谷。本文通过对硅谷印度人和华人的对比分析发现，尽管同属东方古老文明，他们之
间在民族认同感、创业模式和动力、价值观、思维方式、处世方式、整体实力、社会认
知与形象等方面有着较大的差异。产生这些差异的原因是两国在历史进程中形成了不同
的民族性格、民族心理和文化。客观分析美国硅谷印度人和华人之间的优劣势，可以为
我国吸引海外人才，加快建设创新型国家和科技强国提供借鉴和帮助。
