20日早些时候，顿涅茨克“副总理”普尔金发表声明，呼吁乌克兰政府“立即同意停火”。他说，只要基辅停火，民间武装将“打包票”确保进入乌克兰调查MH17坠毁事件的国际专家的安全。
他同时警告，如果乌政府不同意停火，将会给外界造成乌政府成员是一群“危险的疯子、嗜血的狂躁者”的印象，不仅对于顿涅茨克的居民来说是这样，对全世界人民来说可能都是如此。
