Experience is only about past, only theory can be used to predict about the
future. The managers are using "theory" one way or another when they face
day-to-day decisions that require a forecast of the future. If they don't
rely on solid theory, they would rely on the weak theory they come up
themselves.
The key word here is "solid", which is difficult in the management area.

I wouldn't have sent my child back if I were in your shoes. I would not
trust my child with somebody I suspect to be a racist/ bigots.
Unfortunately, there is no easy solution here. Either the teacher has to go
or you need to find another daycare. Or if you can live with the suspicion
