达兰萨拉（Dharmsāla，意为休息室）是印度北部喜马偕尔邦的一个城镇，为西藏
流亡政府的政治中心（驻地）。因此，达兰萨拉时常以“小拉萨”闻名；在中文语境中
，达兰萨拉往往是西藏流亡政府的代名词。
1959 年，十四世达赖喇嘛在反对中国统治的暴动失败后离开西藏后，印度总理尼
赫鲁允许达赖及其支持者在达兰萨拉建立流亡政府。数以千计的流亡藏人因此迁入达兰
萨拉，他们中的绝大多数人生活在上达兰萨拉（Upper Dharamsala，又称McLeod Ganj
）的地方，并建立了庙宇和学校。印度政府给予他们免税等一系列优惠待遇。
达赖在1959年发动叛乱失败后，带领8万跟随他的藏民仓惶出逃到印度，被印度政
