(chlorine decomposes quickly under the sun light).
you should get a box of pool shock (safe-to-use "bleach") and algaecide from
a nearby pool company. The shock is typically $4-5 a gal, algaecide is
about $20 for 32 oz.
First, get the leaves out with a net, then add in these chemicals. Then
cover the pool with a pool cover or a tar to prevent sun light. In cold
weather (<50F), this can keep water clean for 4-6 months.

I understand mulch and compost are used for different purposes. but over
time, the lower layers of mulch are going to become compost anyways, that's
why people have to add new mulch after 1 or 2 years. I think mccoy's
suggestion sounds better, taking out the large wood chips, but leave the
decomposed portion and mix with top soil. that should give seeds more
nutrients and loose soil to grow roots.
but again, I've never done it, or plan to do it, so, better ask a gardener
for advice. |

I mulched a large amount of dry leaves (mostly oak leaves) over my lawn last
year. This year, the grass in the heavily mulched areas grew poorly in the
early spring. I won't do that again. For pine needles, they decompose very
slowly. I used them to mulch my vegetable bed in the summer, but I plan to
rake them out before winter. |

I don't know about oak leaves. There are people saying their grass do fine

leaves that are acidic, such as oak, promote the growth of fungus.
in any case, you should always bag/blow the leaves off the lawn, or, if in
small amount, mulch them. if the soil is already acidic, you may have to use

the first thing to do, take water sample, go to a local pool store and run a
free water test.
I bet your TA level is very low. The first thing is to add TA to the desired
level. If you don't have enough TA, your PH level will drift widely. I am
sure that's what happened. You have to do this first, because all other
chemicals assume the normal PH level to function.
