上周，移民局的-140 E-Filing系统在没有预先通知的情况下发生重大变化。此前，所
有E-filed的I-140申请，不论申请人在哪个州，均自动转到德克萨斯处理中心（TSC）
。自上周起，处于TSC辖区的申请人递交的申请，仍可E-file到TSC；处于内布拉斯加（
NSC）辖区的申请人递交的申请，E-file后则会转到NSC。
在批准率方面，这一变化对基于PERM的I-140申请影响不大。但对于部分EB-1A和EB-1B
申请却有重大影响。根据2011年12月29日移民局公布的数据，2011年前七个月EB-1类申
请在TSC的批准率为75%，而在NSC却只有40%。两个处理中心相差35%。这项数据表明，
一个在TSC有合理机会批准的EB-1A，可能在NSC机会渺茫。处于NSC辖区的申请人，应当
根据移民局的这一变化适时调整申请策略。在某些情况下，处于NSC辖区的EB-1申请人

域所以不知道renew EAD卡邮寄地址是TSC还是NSC。版上也有几个人问，大家都不确定
。后来问了律师，然后又电话问了USCIS客服：renew EAD卡邮寄地址是根据你现在居住
的地址和I-485交到哪里无关。

都是no fault的。比如我撞了你，也不用陪你。但是medical payment是指要出了事故，
如果对方保险公司不赔偿，本公司也要cover部分或者全部。 因为事故不是发生在我们
州，
如果发生在伊州 ，法律规定只要发生hit and run, 保险公司也要赔偿medical bill/
loss
under Uninsured motorist coverage.。
这样的州包括：
Connecticut, Illinois, Kansas, Maine, Maryland, Massachusetts, Minnesota,
Missouri, New Hampshire, New Jersey, New York, North Carolina, North Dakota,
